Since the concept of rates, ratings, and other occupational entities to describe naval careers has undergone considerable change during the evolution of the rating structure, the ratings included in this listing are not necessarily comparable. Navy from 1775 to 1969 has been compiled primarily for use by members of the Permanent Board for Control of the Enlisted Rating Structure which has the responsibility for conducting a continuing study of the enlisted rating structure, and for reviewing and making appropriate recommendations concerning proposals for changes to the structure.
